葉金川／菸捐應補助中低收入戶健保費

最近衛生署提出構想，要將菸品健康捐從現在的20元提高為40元，調高之後的費用如何運用並未說明。我認為調高的收益，應該用於補助中低收入戶健保費及弱勢團體的醫療照護。
